Objectives
To understand the impact of the Ogden Enterprise Program
midway through a 10 year federal grant funded project. Ogden's inner
core is Utah's
only high urban concentration of impoverished residents This was a
competitively bid municipal contract.
Barriers
Diverse socioeconomic trends to assess quickly with existing
data, difficulty connecting directly to residents and youth during summer study
period, primary role of City outside human service and education delivery.
Stakeholders
City staff, City Council members, area low income residents,
government and nonprofit agencies and business owners.
Strategy and Activities
Reviewed existing data from multiple sources, constructed
indicators and held focus groups, including one in Spanish. Added a capacity-building component whereby
three high school interns were selected from neighborhoods impacted by funding.
Created key indicators in project goal areas including education, economic
growth, social services, health, security, housing, hazardous materials. Created recommendations for City Council
consideration. Interns made presentation
to City Council Advisory Committee.
Outcomes
Developed simple score card and recommendations useful to
City. Most recommendations were adopted
and general success of project acknowledged.
