The good news is, there is no board police.  The bad news is, we have the freedom to fail. Yes, I know, if there is criminal activity, there is a justice system.  If public money is at risk, sanctions can be imposed.  But for most boards, the worst thing that can happen is, well, nothing much.  A low functioning, low impact, loser board is not criminal, just sad and much less than the community deserves.

Usually, when enough goes wrong and enough impact is felt, stakeholders can step in and ask the hard questions and persuade enough board members that are still active to take action.  The best tonic for an ailing, failing board, is to begin recruitment anew; selecting people with enough integrity and importance to key stakeholder groups, so that warning signs of faltering are picked up in the community outside the board.  At that point in time, reinforcing action can come from outside the board in a healthy way and truly substantial negative impacts of an organization can be prevented.  In this way, the community can save the organization early rather than  serving as an emergency response actor to shut operations down to protect the community itself from harm.
